How to disable vertical scrolling within summary block on mobile

My site seems to do something weird when loading in on mobile. I have a summary block on my home page, and when I want to scroll down, it seems to scroll the content on the summary block, and not the entire site itself. You can see that the scroll bar doesnt move, but the summary content moves. I tried this on both Safari and Firefox mobile, and they both do the same thing. 

I was thinking of going into the code for that specific summary block and maybe disabling overflow, but not sure if that will fix my issue.
