Double height navigation menu/ dual language

We require our website to be dual language but without a language switching option.

Is there a way to make the navigation menu dual height.. to have Welsh on the top line and English on the bottom line?

An example of what we want in action is on the linked site..

Right I think I misunderstood, there's only one page for each, you just want the Welsh on top in the navigation item.

Adding this to Custom CSS may work for you:

#topNav nav li a {
  max-width: 84px;
}

This is one button.. not two lines of buttons.

What I want is to be able to wrap the button text onto two lines

I'm using 7.1 and #topNav isn't in the stylesheet
