Image Effects Completely Non-Functional

As the title says, image effects do not work on any of my backgrounds, on any of my sites. The setting saves, and is clearly selected to be on "Parallax" with the preview animation showing exactly the results I want, but then has no effect on the site. I've tried saving, I've tried cache clearing, I've tried other sites, I've tried other devices, I've tried other networks, I've tried other browsers, I've tried upgrading my subscription, I've tried publishing it to see if there's differences in the editor vs live, all to no avail.

I see conflicting information about what image effects are available in the current version, but my site clearly has the image effects panel available, it just does absolutely nothing for the site.

I just tested the page section w/background image w/Parallax animation on my test site and it works OK.

Adding a site-wide password does not allow anyone to alter your site. It only allows those with the password to see your site.
