Create Includes (Reusable code)

I have code that needs to appear on each subpage. But I don't want to have to modify the code for every page. Is there a way to use an include in Squarespace? eg a chunk of code that exists somewhere that is pulled into every page. When I need to edit the code, I only need to go into the code once to edit it.

I have a third tier of navigation that sits outside the header (it's in the product page). It contains anchor links to sections on the page (as it's a long page). I'm hoping these anchor links could be modified by someone who is not a developer (my friend, whose site it is, needs a WYSIWYG way to modify this menu). 

I've attached an image of this floating third tier of navigation (see gray bars at left).

The code block for this is sitting at the bottom of the page.
