Adding a Side Navigation Scroller

I'm trying to add a side navigation scroller on a 7.1 website like on this 7.0 website below:

2 options to do this

O1. Edit Footer > Add a Text Block >> enter a bullet items (you can use any text, I will add code to make it invisible then)

Then we will give code to turn list to side navigation dots

However, won't able to achieve to change item color on active

If you want to do this on on page, edit that page > Add a Text Block > then share link to this page, we will check & give the code
