How to add container box with border/background inside section to add blocks inside?

Not exactly. This is an accordion block inside a section with a background & border.

I'm looking to make some sort of box/container inside a section that looks similar, where I can put content blocks to go inside and are responsive (text, accordion, images, etc.) . Perhaps there is a way to add a border or outline to the flex box/rows?

Sort of. Played around with it yesterday, managed to find a work around by putting two blocks on top of each other and editing borders accordingly with CSS. Still not a perfect solution.

Would prefer to have a container box with a background/border and padding, where I can place blocks inside of if that's possible.
