Custom Page Border Line

I think you can use the fluid engine which allow you to drag and drop so you can arrange many blocks to achieve this layout

What i want to achieve is the blue borders by the corners... The Borders dont go completely round the whole page

I think they used an image, not code. Can you share link to page where you see that effect? We can take a look

My idea is using a normal block and set white background on it and drag it to cover your full border
