Activating new webpages

In order to turn on a new webpage, do I 'publish' or do I slide the 'enable page' switch, or BOTH?

For a normal page they are published by default unless you take action to disable it. Whether they are accessible to the public is a whole other issue of site configuration.

Other types of elements like products, blogs, events, and etc. have their own method for how those elements are published.
