Trying to align the header with an inset section.

Good day, 

I am looking to align the header with the first section. Does anyone have any ideas on how I could do this? Is it possible for it to size relative to the first section?

I have attached a screen shot to show you what I am looking at.

.header-announcement-bar-wrapper {
  margin-left: 4vw;
  margin-right: 4vw;
}

And adjust to fit!

So I using that code before and it seams like the right margin won't respond. I can get the left margin to move anywhere I want it too. Would you have any ideas as to why?
