How do I add a fixed "scroll down" button to bottom of full height section?

Hi! I can't figure this out at all.

I'm updating my site from 7.0 to 7.1. On my site using 7.0, the template had a section that had an animated scroll button that was fixed to the bottom of that section. This was a full width and height section that was responsive to the window viewport. 

However, there is no option for a scroll down button in 7.1, which is disappointing. Using the exact same animation would be amazing, but I'm assuming that's not easily possible. I essentially would just like an animated scroll button with text that fixes itself to the very bottom of the window. Preferably disappears when scrolling down, but that's not as important.

I saw another post which instructed to add a code block to the section and then add code to the CSS editor for an animated down arrow. But I was not able to get the arrow to fix at the very bottom of the page, it hovered in the middle. I also need for the word "scroll" to be part of the design.

So to recap, I can't figure out how to add a scroll down button at the very bottom of a fixed width/height page in 7.1. The option was available in 7.0.

I've included a screen shot of my old site which is expired and not live unfortunately. But the scroll down button at the bottom came with one of the 7.0 templates, it is not custom coded.
