Fixed Chapter Navigation Tool

Hi all!

I am looking to customize my website a little bit more by adding chapter buttons on the right side of my page.
I was able to make a button in a fixed position, but I am having a tough time implementing multiple buttons that will smoothly transition to specific part of the page.

Is there a way to do this?
