Background Image banner focus point for mobile

Hi,

I have a banner image on a home page that displays how I want it on desktop, but on mobile it is too long vertically and focuses too much on the car license plate. Is there a way I can make it shorter and crop off the bottom portion just for mobile view? Please see attached screen shots. Thank you.
