Comment box help

Hey all I've been having issues with comment boxes on my page. I have the settings set for them to be on globally, however the box doesn't show. I found this previous code  to put under Custom CSS which causes the box to show however it only stays if I have the custom CSS page open on the side during editing. If I close it out and come back to any of my pages the comment box will be gone until I open the CSS thing again.
