In hero section of my homepage, I want the google search image and the image behind it to have a consistent design across devices. I want it to look like the attached image on all device sizes.

Currently, the image behind the google search image moves depending on the screens size.

How can I do this?

You are using the fluid-engine. Have you try dragging your element on mobile display yet?
