Add a description to portfolio images

Hi! 
I would like to have a portfolio/blog page with three columns of images with textbox under. 
Each of these texts/images should be clickable and have a sub-page. 
How would I do that? Should I use portfolio/blog format, and what whould be the custom CSS. 
The screenshot is inspiration from the website: https://www.ground-cover.com/pages/journal-all and is very similar to what I would like.

You can edit page > Click Mobile icon on top right > Then you can adjust layout on mobile. This won't affect desktop
