how to create same list item in different page with hover effect

Hi

can anyone please help me how can I create the same list item (https://ezmetrology.squarespace.com/) (card) with hover effect (this is under "EZTechnologies" section )?

I tried to do that by add a section & then from Services from the left menu, & I was able to do something like this

But I want the text shouldn't be in the image, the text should at the bottom of the image with title, description & the card should have a hover effect. 

can anyone please help me how can I do that. I am new here,

I see you achieved hover effect? (hover it show box shadow + move up item)
