ADA Compliance for a website that's not in use

My client is a developer whose development has sold out... so the website is no longer necessary. We don't want to take it down because it will be a useful marketing tool for his next development. My client is baulking at the $490 fee to continue website accessibility with AccessiBe (a solution I use for most of my clients). 

What are our options? Downloading the site to a PDF that looks good doesn't seem to work...
