Super Customizable Header

Hi! 

As I browse through sites from inspo, I occasionally stumble upon a site with a super cool header- and I can't help but think HOW could this be recreated in SS? I'm assuming these sites have a ton of custom code, etc. But, does anyone have any clues as to how headers like this could be even a little done in SS?
