Anchor Link jumps to two different places after click

I've created an anchor link for a button at the top of my page. 
The anchor is currently tied to the red line you'll see in the video (just there for visual for client).
The first time I click the button the red line/anchor lands about middle of screen. 
The second time I click the button the red line/anchor lands at the top of the screen as it should.

I've tried all the usual adding padding to the anchor css things. Even still, the first button click lands the anchor at a different spot on the page than every other time the button is clicked.
