Trying to get the effects of the Template Brine in 7.1

I switched from 7.0 to 7.1 and was told that I can not use templates like in 7.0. Here is a link to a site: https://www.lwbc.org/#welcome that is using 7.0 Brine with this effect. Is there a way to get this effect using 7.1?

Yes it was the Parallax and I found it, Thanks for the help.

It appears a parallax effect has been added to 7.1.  These instructions were provided by Kellijayne, Circle Member: 

1. Add a new section to your page (blank")
2. Add a background image then choose "EDIT SECTION"
3. Click on "background"
4. Scroll to "Image Effects"
5. Click the thumbnail... second one down on the right
6. Click on the "adjust" little icon on right below thumbnail
7. Click PARALLAX - make sure angle is set to "90", you can also adjust the intensity
8. PRESTO! we all now have Parallax!
