Changing text color on shopping cart page

For some reason I can't get the text color on any shopping cart pages to accurately display the theme colors. It is showing up as a light gray on a white background. Is there a way to fix this with or without custom css?

There are some code that change the heading on the cart page

Try the following one to overwrite the previous style

.cart-title,.empty-message {
  color: #000;
}
