Several questions on customizing dynamic header and footer

Hello! I have a few questions on my site.

1. I want the header to be transparent on the home page (like now) but when I go to other pages it's white and also when I scroll down on the home page it's light blue. How do I change it so it's transparent on home, and when scrolling down/going to other pages it's pink? (#FFAFEC)

2. I want my footer to be short and a fixed height, like about 275 px? I can't adjust it on the website editor. How do I change this? 

3. I also want the mailing list on the footer to be more compact to be able to have a small footer. How do I remove excess space around it?
