Change Default Product Quantity

My client has a minimum order of 6 bottles of wine per product.

Firstly, is there a way to set a minimum order number not amount $?

And if not, is there a way to make the default quantity number input to 6

Do you want a minimum of 6 bottles per product or 6 bottles per order?

If the former, you could set the quantity selector to a minimum of six with some JavaScript to adjust the min attribute. That said, this would not be enforceable because the customer could reduce the quantity when they reach the checkout page (where you cannot control the quantities).
