Whilst images are being used in page content (for example image blocks, headers, section backgrounds and so on) they should persist until after these elements have been deleted. If you are adding images with CSS (or other code), the images should be added through the Manage Custom Files option in the CSS Panel, or via a manually created 'library' page because if you upload them and then delete the elements that relied on them, the images will be deleted 8 - 38 days later.
