Possible to collect email list using Personal plan ?

Hi, I'm currently choosing a plan, but am unclear on this one point:  

Can you set up a form to collect visitors' email addresses on the Personal plan?

I looked at the help articles but they don't mention what exactly is included in which plan.  Can I also ask: does it have to be Google Workspace for email collection or can one use any third-party email provider?

Thanks for any advice on this!
