Is there a way to start with a completely blank template?

Hello,

I'm wondering if there is a way to start with a blank template or pick a template and completely wipe it and all information regarding the template. I'm really looking to start a website from absolute scratch but I cannot find a blank template option. I would rather create everything from the ground up to just pick the things I need from the start.

If anyone has any advice on how to achieve this I'd really appreciate it. I've found some posts on the forums on there being a blank template button but I do not see it anywhere not do I see any other way to start clean.

this leads to the regular template page, there is no blank template option
