How do I add the same tax rate for all customers, regardless of country?

Heya, 

Follow up on my previous post. Only my Australian members are being charged the 10% tax rate. 

How do I add a tax rate to all customers, regardless of location?

Manually adding it for every country sounds extremely tedious.
