Image hover effects - how to zoom into an image on hover and have overlap background change colour?

This is for a client site. I would love the ability to have the 5 image/text overlap elements at the bottom of the page (acting as a mini navigation preview menu) to be able to change colour of the text highlight on hover, and zoom the image on hover.

Is this possible? Would love some code to help me achieve this. Thanks!
