Make a Newsletter Block Global?

Hoping there is a way to make my newsletter block global so it appears on every page before the footer? I don't want it in the footer, because I am unable to change the background color of it that way and there are spacing issues. Attaching a picture of my newsletter and footer setup. 

You can add it to Footer then we can use custom code to style it (If you can describe in more detail the style, we can help easier)

I was originally going to add it directly into the footer but ran into a few issues: 

• I would like a video in the footer (as the background) but not in the Newsletter section.
• I would like the footer to be dark green (as seen above), and the Newsletter to be light green (as seen above). 
• I do not want the extra spacing that creating the Newsletter in footer forces you to have
  • When you set up a Newsletter in the footer, it comes automatically with a Header and body copy and copy after the form field. Even if you remove the body copy and the copy after the form field, the space for those elements remain. 
• Essentially, I want the styling to appear as it does in the screenshot above on every page.
