Custom Cursor

Hi! I feel pretty overwhelmed by all of the custom cursor forum answers I've read so far, there is just a lot of conversation. I have used 3 codes I have found online so far, and none of them seem to work. Most of the codes ask me to insert an image url (which I have, and the png is 30 x 30px), but nothing changes. The cursor is a simple small red circle. I am working with 7.1. 

For example:

margin: 0;

height: 100vh;

cursor: url( INSERT IMAGE URL HERE), auto;

}

Any tips?
