Shipping option is set by default in USA

I set up different shipping options by country.

I have already prepared costs for a few countries but I don't know why USA costs (which is the most expensive) is displayed by default.

It's only when i validate the payment that it's possible to change te shipping option.

Is it possible propose to the customer to change the shipping cost before validating the payment ?

You can set the default country in Commerce > Checkout > DEFAULT COUNTRY IN ADDRESS FIELDS.
