Blocks keep snapping back to original location

I am working on my first website using a template.  I can't seem to move any of the text or other blocks.  I grab them with the hand, but they just jump back to their original position.  I don't see a way to set a location lock or similar anywhere.  Anyone know why this is happening and how to fix it?

I have the same issue. I started a blank page with a blank section and I'm unable to move a text block within it.
