CSS to change colour and font-colour of all buttons on website

Is there a way to write some CSS that would change the background and font colour of all buttons that appear on the site?

Currently it's possible to change most button from "Site Styles" however there a few buttons that can only be changed via CSS (at least as far as I can tell e.g. Add to Cart button and "Continue Shopping" button).
