Is it possible to put an Anchor Link in Blog Footer?

i am looking to put a button in the side bar in my blog that brings you right to the archive (bottom of the main blog page). When I put the anchor code within the blog footer it was very inconsistent with when it would work. sometimes i would just send me right to the middle of a blog post instead of the footer section. is there a way to make this work?
