Shopping Cart Page

Is anyone able to help me figure out what this is the only page that doesn't let me edit the background? The edit button on the top left disappears. This is the base page and I don't know why or how to change it. 

Now somehow when I type in my URL its saying the web page is blocked. Idk why

Idk if this helps. With nothing in the cart it just looks like a green background, which I wouldn't mind but the wording is a dark brown. When I try and change the color scheme like I can with all the other pages, it doesn't even give me the "edit" or paint brush option
