Troubleshooting Anchor links on Mobile

Hello,

I am finishing up this site for my client and testing in different browsers and devices. I noticed that the anchor links work fine on desktop but they have some trouble on mobile.

In the mobile navigation both "about" and "contact" are linked to sections on the home index, but don't slide to the right section if I am on a different page accessing the menu. If I'm selecting an anchor link from the mobile menu while still on the home index the links do work. 

There is a button on the "Public Engagement" page that is suppose to link to the contact form on the home index, (works fine on desktop) but on mobile it links to the top of the home page instead of the anchor at the bottom of the index. 

Is there any possible fix for this? I would appreciate any thoughts about how to trouble shoot this issue.

Hello, have you found a solution to this? I am having the same problem. My index links works fine on desktop but on mobile the just take me to the top of the homepage.
