Change color of footer border

I saw this from tuanphan:

And I'm curious how to change the color. I changed it to solid grey. But what if I had a # code for a specific color.

I'm working on a duplicate webpage right now to test some ideas which is why it doesn't show on the public site.

Replace "green" with the code, such as "#333".
