Coloured layer when mouseover on pictures

Hi there

I have two questions:

1.
I would like to add a coloured layer (a little bit transparent) when mouseover on all my pictures that are linked. (On all the pictures of the subpage work and also the 2 pictures on the homepage with caption below: "Kilchberg, Sunset House and Kilchberg, Böndlerstrasse")
Can you please help me with some custom code?

2.
How can I make the button in the header smaller? I am used to choose different sizes for buttons, but in this case I can't find the settings.
