Adjusting Z-Index To Move Photo To Front Of Section

I am currently trying to move two different photos in two different sections to the front of the section.

Here is the code that I currently have for one of the photos and it is the same for the other as well besides the block id

I've tried every z-index # and it is still not working I dont' understand what I am doing wrong. I would like the bottom photo in the first attached picture to be on top of the blue background as well as the green.

Second photo I would like to bring to the front as well. Any help is appreciated.
