How to decrease the top padding of a heading

The "Recent News" tab has a lot of padding above it. While I can change the padding below with Design->Size & Space->Space Below Section Title

There does not seem to be an equivalent in the settings for the Space ABOVE the section title. Will I need to use Custom CSS to change this?

Add to Design > Custom CSS

    padding-top: 1vmax !important;
}
