Secondary nav on one page in 7.0

Hi all, 

I wonder whether anyone knows how I'm able to add a secondary navigation on a single page in 7.0. I want to create anchor links to sections lower down a page/index but have the secondary nav stick to the top of the screen when scrolling. This is an example of what I would like to create: https://www.condenast.com/commercial (so the 'Global Revenue, Avertising... etc, to act as the secondary nav).

Very happy to hire someone if this is a complex job and someone is able to help.
