Adjust ONE line block

Hi,

I'm trying to adjust just one line block on a site I'm working on, but can't figure out how to target it. I've tried the data section id and block id, but it has no effect. If I don't add a block or section ID, the code works but I don't want it to affect all line blocks across the site. The code I'm using:

sqs-block-horizontalrule hr {
  height: 5px; 
  width: 100%; 
  background-color: #BF4B02}

I'm trying to thicken the lines and have the left margin as 0 to have the line look like it's coming from off screen on screen (if that makes sense.)
