navigation-link Anchor linking to another page

I need help anchor linking on a mostly one-page website, with an exception of one additional page. It's built on Squarespace 7.1

The main page holds most of the information and almost all the header navigation links are set as anchor links within the page, with one exception (Principals). When you're on this additional page (Principals), the navigation links do not want to go back to the main page, rendering the entire header useless when you're on the Principals page.

I have tried a couple different ways to anchor link; 

option 1) Block ID eg. #block-1234567890

option 2) Code Block. This is only being utilized for "Brand Development" section currently and everything else uses the Block ID option.

Neither of these two options are working when you're not already on the page that the anchor links are meant to land on. Is anchor linking to another page possible?
