Jasper Template - Image Hover

Hello!

Is there a way that I can add a hover effect on the homepage images for my website which is using the Jasper template? I would like to have the images changing to a single color with the title displayed when hovering over (i.e. similar to the hover effect showcased in the 'index' of the Jasper template)

If anyone could help it would be greatly appreciated!
