You've added a <style> tag  above Google Tag Manager in the Code Injection -> Footer which hides the announcement bar. You should ask the developers who made the site why that is as that code doesn't seem to do anything. It's for hiding sections that are already hidden – except the announcement bar which is actually hidden by that code. 

Here's the problematic part highlighted

A quick fix (however tbh this code is fixing mess by adding more mess). Goes to Design -> CUSTOM CSS:

html body .Site .sqs-announcement-bar-custom-location {
    display: block !important;
}

Also Google Tag Manager should probably be moved to Code Injection –> Header
