Block click, drag, resize does not work for me - what am I doing wrong?

I have watched the videos and tried to look up answer here, but it seems so basic I don't see an answer. I just want to add new items on this page (feature page) but the blocks don't drag and adjust like they do on the tutorials I have watched.  I've checked different browsers. The whole system is glitchy for me and works differently on different browsers. It often crashes and will not allow me to edit. I have a new computer and browser is up to date. Is it my template?  I'm completely stuck... Help! 

I've linked my site URL directly to the page I am having an issue with.... Could it possibly be that you cannot add more items to this feature layout page? That seems highly unlikely, I feel like I'm missing something very obvious. Thank you!
