Footer Background image How do I get it or the page section above it to overlap with the footer image on top/forward?

Yes I can't publish yet as I'm redoing a live site. Attached is a picture of the challenge. The Waves are a background image in the footer and Ideally it is the top layer and overlaps with the last section on  a page especially if there is another background image or graphic in that section to close the gap. Any suggestions for the footer code or last page section I can add per page?

You can duplicate the site & share duplicated site url, we can check easier
