Where to Go to Start With A Blank Page?

I saw a mention that it is possible to start with a blank page, rather than choosing from one 

of the templates, but don't see where on the site to go to start with that option.  Anybody know?

I am not aware of any option to start with  a template that is all blank pages. You can add blank pages to an existing template and delete the pages the template creates.
