Change Design of Only 1 Button on a Page

Hi, 

I would like to change the outline and hover background of only one button on my website. 

The button under "We have reorganized all our safety training bursaries to make them more flexible and accessible - with applications now open year round." that says "Learn More" needs to be black outline with yellow hover background. 

I'd love some help.
