Make a section/filter sticky

We have a universal Filter that is not at the top of the page. I would love to make it so it sticks to the top - just beneath the secondary menu, when you scroll. 

No matter what I try I cannot get it to do that!

ALSO - how do I get rid of the secondary scroll bar that appeared? None of my other pages have it?

Do you mean setting the filter stick under the header?

@bangank36 I want it to stay where it is, under the text. OR if it has to...scroll up and then stick to under the secondary nav (which is sticky)
